[12] Thus saith  the LORD  of hosts;  Again in this place,  which is desolate  without man  and without beast,  and in all the cities  thereof, shall be an habitation  of shepherds  causing their flocks  to lie down.  [13] In the cities  of the mountains,  in the cities  of the vale,  and in the cities  of the south,  and in the land  of Benjamin,  and in the places about  Jerusalem,  and in the cities  of Judah,  shall the flocks  pass again  under the hands  of him that telleth  them, saith  the LORD. 

What does Jeremiah 33:12-13 Mean?

Contextual Meaning

Judah would again become a quiet and secure place where shepherds pasture their flocks. This may refer to leaders of people, not just shepherds of sheep (cf. Jeremiah 23:1-3; Ezekiel 34:1-6; Luke 15:3-7; John 10:1-18). The Targum interpretation substituted the word "Messiah" for the phrase "the one who numbers them."
