[21] And  the people  for Zacharias,  and  marvelled  that  he  tarried so long  in  the temple.  [22] And  when he came out,  he could  not  speak  unto them:  and  they perceived  that  he had seen  a vision  in  the temple:  for  he  and  remained  speechless. 

What does Luke 1:21-22 Mean?

Contextual Meaning

Zechariah"s delay in the temple and then his inability to speak impressed the worshippers that something supernatural had occurred. Normally he would have pronounced the Aaronic blessing over them ( Numbers 6:24-26). [1] The people assumed incorrectly that he had seen a vision. Zechariah was unable to communicate to them what had really happened. Luke recorded their reaction to impress his readers with the importance of this event.
