[1] Comfort  ye my people,  saith  your God.  [2] Speak  ye comfortably  to Jerusalem,  and cry  unto her, that her warfare  is accomplished,  that her iniquity  is pardoned:  for she hath received  hand  double  for all her sins.

Contextual Meaning

The first strophe of this poem ( Isaiah 40:1-2) sets the tone for the rest of the chapter and for the rest of the book. It is an introduction to an introduction (cf. ch1). In spite of affliction that lay ahead for the Judahites, God"s ultimate purpose for them was life, not death-and salvation, not enslavement.
