Verse Meaning

Hagar represents the Mosaic Covenant made at Mount Sinai in Paul"s analogy (illustration). Her descendants represent the Israelites who lived in bondage under the Law. Sarah, not mentioned in Galatians 4:25, represents the Abrahamic Covenant, and her descendants are free, living under the promise.
The earliest identification of Mt. Sinai with Jebel Musa in the Sinai Peninsula, the most popular probable site, comes from the writing of Egeria in the fourth century A.D. Perhaps in Paul"s day the Sinai Peninsula was part of Arabia. [1] Another possibility is that the real Mt. Sinai was in ancient (and modern) Arabia, perhaps just east of the Gulf of Aqabah.
"Paul is apparently viewing Arabia as the land of Hagar"s descendants and the land of slaves; it was not the holy land that God gave Israel." [2]

Galatians 4:21-31 - "children Of Promise"
In this allegory of Sarah and Hagar, it is important to notice that Paul is not dealing with the principle of evil within our hearts, but with the attempt to mingle two dispensations or methods of religious experience-the Law and the Gospel.
He says that the poor slave girl, Hagar, whom Abraham bought as a personal attendant for his wife, stands for Mount Sinai, the mountain of the Law, in the district of Arabia, from which she may have originally come. Hagar also stands for the Judaizers, whose headquarters were at Jerusalem, while their emissaries everywhere dogged the Apostle's movements, insisting that his converts must come under the old Levitical ceremonialism. Paul says that the Galatians must choose between their slavish observance of outward ritual and a simple faith in the finished work of Jesus; and exhorts them to cast out Hagar and Ishmael, which savor of the flesh, and to give themselves to the service of the Spirit, which stands for freedom, peace, and joy in God. Let us also guard against a religious scrupulosity and subservience to the outward, and cultivate a quick sensitiveness to the Holy Spirit. [source]

This Hagar [το αγαρ]
Neuter article and so referring to the word Hagar (not to the woman, η — hē Hagar) as applied to the mountain. There is great variety in the MSS. here. The Arabians are descendants of Abraham and Hagar (her name meaning wanderer or fugitive). [source]

Late word in Polybius for keeping step in line (military term) and in papyri in figurative sense as here. Lightfoot refers to the Pythagorean parallels of opposing principles That is true, and there is a correlative correspondence as the line is carried on. [source]
For this Hagar is Mount Sinai in Arabia [τὸ δὲ Ἅγαρ Σινὰ ὄρος ἐστὶν ἐν τῇ Ἁραβίᾳ]
The sentence is not parenthetical. This covenant is the Hagar of that allegorical history which is explained by the resemblance of her name to the Arabic name of Sinai. The Greek order is not ὄρος Σινὰ , as Galatians 4:24, but Σινὰ ὄρος , in order to bring into juxtaposition the two names which are declared to coincide. The evidence, however, for the actual identity of the names is deficient. The proper name Hagar signifies wanderer or fugitive (Arab. hadschar comp. Hegira the term for the flight of Mahomet). It has probably been confounded with the Arabic chadschar a stone or rock, which cannot be shown to be an Arabic designation of Sinai. The similarity of the first two gutturals might easily lead to the mistake. [source]

A different word from that in Galatians 5:16. Only in Paul, except Acts 21:24. From στοίχος arow. Hence, to walk in line; to march in battle order (Xen. Cyr. vi. 3,34).
