[1] Men,  brethren,  and  fathers,  hear ye  defence  unto  [2] (And  when they heard  that  he spake  in the Hebrew  tongue  to them,  they kept  the more  silence:  and  he saith,)  [3] am  a man  which am a Jew,  born  in  Tarsus,  a city in Cilicia,  yet  brought up  in  city  at  the feet  of Gamaliel,  and taught  according  to the perfect manner  of the law  of the fathers,  and was  zealous  toward God,  as  all  this day.  [4] And I  persecuted  way  unto  the death,  binding  and  delivering  into  prisons  both  men  and  women.  [5] As  also  the high priest  witness,  and  all  the estate of the elders:  from  whom  also  I received  letters  unto  the brethren,  and  went  to  Damascus,  to bring  there  bound  unto  Jerusalem,  for to  be punished.  [6] And  it came to pass,  journey,  and  was come nigh  unto Damascus  about  noon,  suddenly  from  heaven  a great  light  round  about  [7] And  I fell  unto  the ground,  and  heard  a voice  saying  Saul,  why  persecutest thou  [8] And  answered,  Who  Lord?  And  he said  unto  am  Jesus  of Nazareth,  whom  thou  persecutest.  [9] And  with  saw  indeed  the light,  but  they heard  not  the voice  of him that spake  [10] And  I said,  What  shall I do,  Lord?  And  the Lord  said  unto  Arise,  and go  into  Damascus;  and there  it shall be told  of  all things  which  are appointed  to do.  [11] And  when  not  see  for  the glory  of that  light,  being led by the hand  of  them that were  I came  into  Damascus.  [12] And  one  Ananias,  man  according  to the law,  having a good report  of  all  the Jews  which dwelt  [13] Came  unto  and  stood,  and said  Brother  Saul,  receive thy sight.  the same  hour  looked up  upon  him.  [14] And  he said,  The God  fathers  hath chosen  that thou shouldest know  his  will,  and  that Just One,  and  shouldest hear  the voice  of  his  mouth.  [15] For  his  witness  unto  all  men  of what  thou hast seen  and  heard.  [16] And  now  why  tarriest thou?  arise,  and be baptized,  and  wash away  sins,  calling on  the name  [17] And  it came to pass,  was come again  to  Jerusalem,  even  prayed  in  the temple,  was  in  a trance;  [18] And  him  saying  Make haste,  and  get thee  quickly  out of  Jerusalem:  for  not  receive  testimony  concerning  [19] And I  said,  Lord,  they  know  that  and  beat  in every  synagogue  them that believed  on  [20] And  when  the blood  martyr  Stephen  was shed,  also  standing by,  and  consenting  unto his  and  kept  the raiment  of them that slew  him.  [21] And  he said  unto  Depart:  for  will send  far hence  unto  the Gentiles. 

What does Acts 22:1-21 Mean?

Contextual Meaning

The speeches in Acts so far have been mainly in the form of deliberative rhetoric, the purpose of which is to make people change their minds and lives in view of the future. In chapters22-26 , however, the speeches are forensic rhetoric, designed mainly for defensive and apologetic purposes. [1]
Paul needed to defend himself against the charge that he had been disloyal to his people, the Mosaic Law, and the temple (cf. Acts 21:28). His devout Jewish audience was especially skeptical of Paul since he was a Hellenistic Jew who fraternized with Gentiles. This is an excellent example of the Holy Spirit giving the Lord"s servant the words to say on the spur of the moment, as Jesus had promised He would do ( Matthew 10:16-20; Mark 13:9-11). All of Paul"s speeches from here on in Acts concern his defense.
