What does Acts 15:13 Mean?

Men and brethren
Dispensationally, this is the most important passage in the N.T. It gives the divine purpose for this age, and for the beginning of the next.
(1) The taking out from among the Gentiles of a people for His name, the distinctive work of the present, or church-age. The church is the ecclesia--the "called-out assembly." Precisely this has been in progress since Pentecost. The Gospel has never anywhere converted all, but everywhere has called out some.
(2) "After this viz. the out-calling I will return." James quotes from Amos 9:11 ; Amos 9:12 . The verses which follow in Amos describe the final regathering of Israel, which the other prophets invariably connect with the fulfilment of the Davidic Covenant (e.g.); Isaiah 11:1 ; Isaiah 11:10-12 ; Jeremiah 23:5-8 .
(3) "And will build again the tabernacle of David," i.e. re-establish the Davidic rule over Israel 2 Samuel 7:8-17 ; Luke 1:31-33 .
(4) "That the residue of men Israelites may seek after the Lord" cf Zechariah 12:7 ; Zechariah 12:8 ; Zechariah 13:1 ; Zechariah 13:2 .
(5) "And all the Gentiles," etc. cf Micah 4:2 ; Zechariah 8:21 ; Zechariah 8:22 . This is also the order of Romans 11:24-27 .

Context Summary

Acts 15:12-21 - A Generous Conclusion
When their turn came to speak, Paul and Barnabas contented themselves with emphasizing the signs and wonders by which God had set His seal on their words and methods. Would He have done so if they had followed a wrong course? Notice the two prepositions that they used in describing their work. They first told of what God had done in co-operation with them and then of what He had done through or by them, Acts 14:27; Acts 15:4; Acts 15:12. Consider also that remarkable phrase about God bearing witness, Acts 15:8. See also Acts 14:3 and Hebrews 2:1-4.
James had a prominent position in the Jerusalem church, because he was the Lord's brother and a man of remarkable holiness and prayerfulness. He laid emphasis on the divine program, which moved forward from Jew to Gentile, from the rebuilding of the ruined Tabernacle of David to the seeking of the Lord by the residue of men. The implication was that though Jehovah dwelt in a special manner with His Chosen People, yet the Gentiles would come seeking Him directly and without becoming incorporated with the Jews. [source]

After they had held their peace [μετα το σιγησαι αυτους]
Literally, “after the becoming silent (ingressive aorist active of the articular infinitive) as to them (Barnabas and Paul, accusative of general reference).” [source]
James answered [απεκριτη Ιακωβος]
First aorist passive (deponent) indicative. It was expected that James, as President of the Conference, would speak last. But he wisely waited to give every one an opportunity to speak. The challenge of the Judaizers called for an opinion from James. Furneaux thinks that he may have been elected one of the twelve to take the place of James the brother of John since Paul (Galatians 1:19) calls him apostle. More likely he was asked to preside because of his great gifts and character as chief of the elders. [source]
